NEW PLYMOUTH BOROUGH COUNCIL.
The ordinary meeting of the Xen Plymouth Borough Council was held <>n Monday. Present .■ His Worship till' Mayor (Mr 1(. Cock), and Crs. Monleitli. lowing. Wilson, Brooking, Collis, lluiclien, Siolir and Browne. Mr Black, electrical engineer, applied for a testimonial from llie Council, as lie proposed applying for another position.—Or Brooking moved " that the Mayor and the mover be empowered to draw up the testimonial." He paid a flattering tribute to the maimer 111 which Mr Black had discharged his duties, and trusted they would not lose his services.
The Mayor endorsed Cr. Brooking's remarks, and the motion was carried llie School Commissioners wrote regretting they could not see their way to give ell'cet to the Council's request for an exchange of sections at Western lark, unless 011 payment of L 320. Cr. Browne suggested that a public meeting .should be called to sec if the
ratepayers would authorise the expenditure of L; 120 to purchase tlie seclious, which were required to complete the park. He moved that a public meeting of ratepayers be called to discuss the matter. Cr. Stolir seconded.
Cr. Hutchen said this was another of the muddles in which the Council was involved, and was in a measure responsible for the land required for the completion of the Park should have been secured before work was proceeded with.
Ci. Stohr said (he School Commis- [ siouers took no interest in sport, and would not agree to anythiug. The value put on i"l2l) was excessive. Ihc Mayor said the land was necessary. The I'ark was going to be a great convenience and a splendid asset for the town. ]I the sections were not bought now, llie Council would liave no chance of getting them later on except at a huge cost. Although the valuation was too high, if lie were remaining m the Council he would advocate assisting the Western Park Board to procure the sections. Downe-strect could not be closed.so long as the Coumiissioners owned the sections.

ihe Mayor said the Council was waiting to receive information from I lie (•overnmcnt with reference to tlic drainage of the gaol, before deciding on the route of Ulo sewers in ihaf locality. The Council had some JS'.HIO a\ailable out ol the loan for drainage work.
-During the subsequent discussion it was staled that there were dozens of other places in town in the same condition as Vivian-street. Cr. Wilson hoped the Council would not go in for any tinkering, but would bold off until they could undertake a comprehensive scheme.—lieferred to tlic Drainage Committee for a report. The Works and Drainage Committeejs reports, and I lie Finance Committee's report, showing loan in credit £2UO3, and ordinary account in credit £236, were adopted.
