EFFECTIVE SUASION. j Received 8. 4 p.m. Capetown, March 7. Four hundred natives informed the Magistrate that- they were unable to pay poll tax, but the sound of Colonel leuehar's guns caused a hundred and fifty of them to pay immediately.
