REACTIONARIES IN THE ASCENDANT. STULTIFYING THE DOUMA. Received 5, 8.31 i>.m. St. Pkxkhsuihh, March j. The reactionary tendencies of the Russian Government are increasing. It is evidently intended lo fix liard and fast limits to the Douiua's powers. It Las been decided that the" Doti:ai cannot propose any" amendment of the fundamental laws and that Ministers are reponsiblc to the Senate and not to the Douma, which is only allowed to call Ministers to account for acts of II igrant illegality. The Czar, replying to a deputation of workmen, said : '■ My Autocracy will remain the same as of yore."
