TARANAKI EDUCATION BOARD.
At the monthly meeting of the Education Board there were present: Mr J. Wade (chairman), Mrs Dougherty, Messrs Adlain, Maunder, MeDonald, Monkhouse, Faull, and Morton. abchitect's bepobt. The architect reported that the coni tracts for reinstating the Stratford School and the painting of the infant school were completed, and the work of adding to the master's residence would be started at once. Work was proceeding at the I'renui School, and the contract for building a residence at Mahoe was well advanced. All painting contracts were completed. The Central, Courtenay-strect, aud West End schools latrines were working satisfactorily, aud the same remark applied to the septic tank at the West End Schools. The architect considered these latrines were well in advance of anything in the colony. During the last week or two he had been engaged preparing plans for the New Plymouth Technical School, but before the plans could be completed it would bo necessary to fix upon the site, so that the proper levels could be taken, and in the event of the site fronting Liardetstrcet being chosen it would be necessary to have the earth removed from Liardet-street back to the building line in order to obtain access to the building, and the footpath formed, and the two corner pegs put ia to determine the true line. —Adopted. CHAIBMAS'S BEPOBT. The chairman's report referred to the acceptance of Messrs Honry Brown and Co.'s tender for school furniture, and Messrs Imnc and Henry's for additions to the Stratford headmaster's residence. A recommeudatiou was made that members visit the New Plymouth Technical School site. Miss E. Andrews had been appointed a third year pupil teacher at Waitara, Miss Bent had taken up the duties of Miss Stewart at West End School dur- [ ing illness, and Miss Evans had replaced Miss Tngpen temporarily at Inglewood for the same reason. Owing to Miss Grant's resignation at Inglcwood, Miss Ford had been appointed a third year pupil teacher in her place. The report was adopted.
M.lXliL AND TKCUXIC.It. j The Chief Inspector delivered Lis uiontLly report on manual and technical education j—Application Lad been made for £S)3 3s !)d capitatiou for classes in agriculture, dairying, botany, woodwork, science, and advanced needlework during 11105, and also for recognition of 31 classes, including 12 classes in agriculture, for the current year. Fuptlicr application Lad been made for the sum of £25. Os 3d for apparatus for school classes. Forms for recognition of elementary Landiwork at 31 schools, and for recognition of sewing at 10 schools, had been made to tLe Department. Refunds on account of classes in agriculture were recommended to Huiakama (committee) £1 Is 2d, and Midbirst (teacher) 6s !)d. A favourable reply had been sent to the Wanganui Education Board, which had suggested the appointment of instructors in woodwork and cookery for the Taranaki and nortLorn end of the Wanganui education districts. As a cookery room was no*' assured for New Plymouth, further steps should bo taken with reference to getting a cookery room for Stratford, and, with the Board's permission, I will see the In-spector-General oh the matter, Mr Tyrcr was now arranging for reopening technical classes at Stratford, tor which application had been made for £l3 lis !)d capitation and £1(1 Ills Id fittings, but it was doubtful whether the full amount of the former would be allowed. Arrangements were now beio/Jmade for recommencing the teachers' classes. Mr Spencer asked that the Department be notified to address all correspondence on manual and technical education matters direct to the Chief Inspector. The report was adopted. IONUAI'UIiITV.
| Mr Faull, who had been deputed to visit the Tongaporutu school in regard to an application for repairs to the house used by the leather, recommended that the teacher be informed the Board docs not recognise a residence on (he recently acquired school grounds, but that the teacher be granted permission lo use the twelve acres, keeping fences in order, and noxious weeds down. Mr Faull also recommended certain repairs. The teacher, Mr Gilliver, wrote, thanking the Board for -the treatment accorded.
Mr Faull's •recommoudatioiis were adopted. GENERAL. Mr Grant, Inglcwood, was granted leave to transfer his sons from the Stratford District High School to the New Plymouth High School. The Stratford High School Committee asked that the Board declare a whole holiday in the Taranaki schools on the date of the Stratford School sports, on March 8, The Committee's attention will lie drawn to Clause 20 of the Board's regulations, the Board having no objection lo the Committee forwarding cin-ul.irs to Committees interested. [Clause 26 gives Committees authority to close schools for pupils' picnics, excursions, etc.] Tho Stratford Committeo asked the Board to define the position with regard to the fees charged to parents for children's stationery. Had they power to recover these in the S.M. Court ? The Committee was referred to Clause 51 of the Board's regulations. [Clause 51 of the rcgulatiods provides that the School Committee shall provide paper, ink, pens, chalk, etc., and.may collect sixpence per quarter from each child above Standard I.]
The Committee forwarded an extract from the report of Mr Tyrer, headmaster, that another class-room was required, and a further letter conveying the Committee's appreciation of the manner in which the school buildings had been restored and renovated. The Board decided that (he matter of increased accommodation be reported upon by the Inspector. Mr Faull •. The last letter should have come first. They are rubbing it in. The Matau school committee, proposed to build a shelter shed at the school by subscription, etc.; estimate;! cost £l2. A subsidy was asked for. —Granted £ for £, ihc Board's share not to exceed £7 10s. The Huiroa school committee forwarded Messrs Derby Bros.' application for permission to lay a timber tramline through the school ground. Referred to Mr Monkhouse for a report. The Chief Inspector recommended that consideration of the matter of establishing the Upuuakc District High School be deferred, pending receipt of further information. The sum of ten shillings per week will be offered to the Urenui Hall trustees for the use of tie hall for school purposes during the alterations to the school. [The trustees asked £1 per week.J Leave of absence was granted to Mrs Birkclt, Misses lugpen and Stewart ou account of illness. Resignations were accepted: Miss Ethel Grant (Inglewood), Miss Cross (Tataraimaka), and Mrs Webb (Upper Kent Eoad).

The settlers ou the Wawin-rmd arc to be informed thai it would be useless to apply, to the Department fur a new school on the site they mention, owing to its proxmity to the Toko and Huiroa districts. FINANCE COIIMITIKK. The Finance Committee recommended that owing to the heavy expenditure in connection with the Stratford school, the Board cannot reimburse the committee any part of] the cost of cleaning the school after the alterations : Thai the subsidy of £1 agreed to be paid lo the Wailui committee be passed for payment on Mr Morton's certificate being obtained ; thiil, Te Kin committee be paid t:l subsidy ou expenditure for level hug
grounds -. that £2 subsidy be paid to Stanley Hoad committee; that the Makahu contractors be informed (lint they will be paid tlie balance of (ho grant received from the Department after all accounts in connection with the school building had been paid ; that the Inglcwood committee receive 7s tid for renewing closet at the Inglewood residence, and £33 4s tid as subsidy on work of draining the ground, and asphalting and gravelling around the school; that the Salisbury Road committee's application for additions to the residence be forwarded to the Department. j
