AMERICA'S ATTITUDE. NOT DESIROUS OF JAPANESE HELP. Received Hi, 12 5 a.m. New Yokk, February 15. The "New York Herald's" Washington correspondent slates that the Government wishes, .in the event of a Chinese outbreak, to avoid the necessity of asking the Japanese to guard Americiu interests. Such an appeal would imply the recognition of the Japanese as having political and military predominance in Asia, which the United States is unwilling to give.
