COMMERCIAL RELATIONS. Received 11, 12.54 a.m. Pabir, February 13. The Franco-If ussia Commercial Convention has been adopted by the Chamber by 407 to 55. Many complain at the abseil ce [of concessions, especially on nines. M. BuCi, Minister of Ag/iculture, replied that he was unable to offer any reduction on petroleum and corn duties. In was impossible to ask concession incompatible with Russia's fiscal system.
