THE WITHDRAWL OF TROOPS.

Owing to the foreign residents m China strongly opposing the withdrawal of European troops, the Powers, excepting Germany, have re-opeucd the question ot withdrawal, the determination of which will depend upon the Chinese attitude in respect to foreigner* during the next few mouths.
