STAFFING OF SCHOOLS.

RE-ARRANGEMENT UNDER NEW ACT. The report of Ihe Chief Inspector (MrW.E. Spencer), and the Cliairman (Mr Jas. Wade) of the Taranaki Kduciilion Board on the stalling of seliouls under the "Education Act Amendment Act l!)Oo," which was submiilcd at the, Board meeting on Tuesday night, ami adopted, was as follows:-'

In the schedule Pari I of the Acl, mistress has been deleted, and all teachers subordinate to the head leacher are graded as assistants. This renders it necessary that in the larger schools the status of each teacher at present employed should he defined as from the Ist inst, and further that a general scheme for regulating the proportion of male and female teachers on the stall of a school should lie adopted. At the Central School we recommend that the stalling be as follows:

It will be spent lint with the exception of the Ist assistant- all the above receive increases in salary. As only two ant of the seven assistants are males we are of opinion that sliouhl opportunity occur a male teacher should be appointed lo the position of fourth assistant. At the Stratford D.H.S. we recomnieiul that the stalling be as follows ; PRIMAKV IIIir.IBTMK.ST.

sEcoxn.uiY l'Er.urniE.vT, Mr J. C. Dromgool, £201) £2oof Miss Budd, .C 135 £Bo* t With distribution of bonuses. *Out of primary stuff and JtliO out of fees.

As grunts for attendance will no longer be piid on nchalf of pupils attending the secondary classes ami as fcjlu- teachers of these'classes will get fixed salaries as shown in I't, VJ. of Ihc schedule of the Act, the position here is somewhat complex. Miss Budd, who is now on the primary stall', must ho transferred to the secondary staff. The salaries above proposed show that in addition to losing participation in bonuses, Miss Budd "suffers a decrease of to and Mr Clark a decrease of £25. Oar interpretation of Section 15, sub-section (c) is, however, that no such reductions arc contemplated, and we recommend (hat, in accordance with (lie sub-sec-lion mentioned, the department he asked to maintain the salaries of these two teachers lo the present amounts and that in computing the " average salary" (Section 15, sub-Section (e)) the bonuses be included in the case of all teachers as they were advertised as factors in the salaries attached to the several positions. In future there will be no bonuses, but the head-teacher receives an increase of £ls to his salary. Miss Hogg, Miss Blackett and Mr Brown all receive slight increases nud of course it is intended that in future Mr Brown be paid according to l Ue scale for primary stall's. We recommend that so fur as possible the £5 paid to the secretary of the School Committee be paid out- of the fees, but should these fail the matter will require to be brought up for further consideration

At Inglewood we recommend thai present arrangements hold good. At the West End we recommend that, at Ihe first favorable opportunity, another male assistant be appointed. Willi reference to the general quest ion, we recommend that:

I,—When a school rises from grade 10 to grade 11 the first assistant (female) be second assistant and a male lirsl assistant he appointed. 2.—When a school rises from grade 11 lo grade 15 the second assistant (female) he the third assistant and a male second assistant be appointed. In every case a teacher transferred to another rank .suffers no fall in salary, hut on the other hand receives an increase of £5.
