Before the Tobacco Monopoly Commission a number of cigar manufacturers complained that the smaller makers were placed at a serious disadvantage owing to the States Tobacco Trust using machines. These being entirely in tins bauds of the Trust it was suggested that an extra duty be put on machine made cigar*. Almost without exception the witnesses tcstilied to the superiority of imported over Colonial tobacco leaf.
