A radical change is noticeable in the Russian Government's attitude tow«d» the Liberal Policy sinco the revolution was apparently moribund. The newspaper "Novoe Vremy» 1 ,, on Count do Witte's behalf, proclaim* that the manifesto of October 30th in nowise affects the status of the aristocracy. If the Douma attempts to meddle with the fundamental laws of thcJEmpirc, it will be dissolved. Owing to the franchise being widened by ten R nd fifteen fold beyond the original limits by the ukase of Dec., it has boon found necessary to recompose the lists of voters, delaying the assembly of the Douma until the end o{ April. The official communique implies that further strikes and disturbances will entail fresh postponement.
SEARCHING HOUSES. LETTERS CONTAINING EXPLOSIVES. A MILITARY PLOT. St. Pktehsbuho, January 11. Twelvo hundred domiciles in St. Petersburg were searched foi» arms.
