THE FAULT OF THE PRO. I'ELLER, IKB PBKSS ASSOCIATION. Haweiu, January 6. The Patea Harbor Bjard held a meeting yesterday regarding the stranding of the steamer Kapiti on December 31st. The enquiry elicited the fact that the accident was not due to a b.ul bar at all. It appears the boat got safely into the basin betwean th> b u- and the river mouth, but never readied the bar. Captain Cjx says in his report: I consider everything wa-i favorable to her departure, ami assign the came of the mish ip to want.of driving power of the propeller. The propeller seems to be deficient and too springy (thin losing its driving power), and having a waut of rigidity. Apparently tho vessel could sot make its way agiiust llu weather, owing to the conditions described by the cap tain. It is expected the vessel will lie refloated at high tide. Her position has improved.
