PLOT TO ASSASSINATE COUNT KATSUKA, ARREST OF AN EX-SOLDIER. Tokio, December 23. A man named Higueresehi, an exsoldier, was arrested at Tokio on a chargo of plotting to assassinate General Count Katsura, whom ho declared was responsible for a poace that would bo disgracing to Japan for thousands of years. An entry found in accused's pocketbook revealed his determination to kill. , , ,
