The chief Commissioner stated lie found that by giving contracts to coal oompanys outside of the Lithgow Association he got the advantage of lowor prices.- His fellow Commissioners ignored his opinion and made a four years agreement with the Asso ciatiou.

Mr Kirkaldie declared, in reply that tho contract was the best bargain ever made, and that the two Commissioners acted upon , the advice nf their officers that outsiders coal was not. suitable.
