TURKEY'S PROTEST TO RUSSIA. Received 17, 411 p.m. Coxutaxtinopu!, December 1(5. The Porte has vigorously protested to St Petersburg against the renewed massacre of Moslems at Titlis, the Russians having distributed arms to the Armenians, thereby encouraging attacks on the Tartars' bouses, the inmates being slaughtered, including women and children. Numerous Ottoman subjects arc among the victims.
