I It is reported on tlio St. Petersburg J Bourse that a red flag is flying on the Government buildings at Riga. The Government is sending reinforcements. Refugees from landwards arriving at Riga report that the whole of tlie peasants have risen, and that they are murdering many of tho landowners, declaring that until the Dum»j has made laws they should do as they liked. Cossacks have been urgently sum* moned from Manchuria to suppress agrarian disorders. THE CZAR GETTING DESPERATE. WORKERS MANIPULATE THE ARMY. EFFECT OF REVOLUTIONARY PROPAGANDA. GOVERNMENT UNDERTAKINGS BOYCOTTED. Received 16,10.17 p.m. St: Petersburg, December 16. The Czar has ordered tho officials at Vilna to send immediately to the Baltic provinces every available soldier, with a view to crushing tho republican movement. The Railway Workers' .Union hes telegraphed to the Manehurian army ! " Rely on us. We will see you brought back to assist in Russia's liberation, even if we declare a general strike," The army replied enthusiastically. General Lineviteh's last telegram, marked urgent, stated that he was unable to combat the spread of revolutionary propaganda. Already half tho army was mutinous, tlie reservists demanding immediate reparation and rejecting paper money.
The united peasants and workers have sworn to boycott every Government revenue-bearing undertaking.
