Herr Bebell, in the Reichstag, implied that tho Kaiser was the chief cause of the tension with Britain as lie gavo the signal for the increaso of the fleets of all countries, yot tho allianco between Britain and Germany
meant the lasting peace of Ei'-ope. Count Buclow declared it was nonsense to pretend that Germany was pursuing aggressive plans against Britain. He charac.erised tko assertion that there had been a violent collision between the Kaiser and King Edward as idi( ic lies, and said it was untrue that Germany was ever on the point of declaring war on Britain, or had ever irritated or provoked Britain. Germany only claimed the same elbow room in matters of commerce, industry, and navigation as others enjoyed.
