BOROUGH COUNCIL.

FORTNIGHTLY MEETING. Tlio fortnightly meeting of tlie Council was liold on Monday over Ul3. Prosont—His Worship the Mayor and Crs Monteath, Ewing, Wilson, Brooking, Collis, Hutchen, Stobr, Brown and Tisch. AHATTOIKS. Mr G. S. H. Mi-rtagk wrote asking for remand of 2s per head on cattle killed nndcr special agreement.—Deferred, pending the gazetting of tariff by the Agricultural Department. BCII.IIINO EXEMPTION. An application by Mr J. Sanderson for permission to d'spensc with brick walls in connection with Taranaki Hotel additions was refased, the engineer seeing no reason for departing from the by-laws. THE LADIES* BOOM. The secretary of the W.C.T.U., wrote re the ladies' sitting-room in the Town Hall. (Tho letter has already been pub'-'sked.) Cr Ewing considered it unfortunate that the letter had been pub) ; shed in the Press beforo being received by the Town Clerk,

Cr Col'is said tho objections made were by Crs Monteath and Hutchen, who said people had complained about ! tho-'walls of the room being used for lidveilising purposes. The W.C.T.U. did not use the room—they used Wlnteley Hall—but had furnished the room at a cost of £lO or more, and paid for keeping it clean.

Cr Hutchen arid he understood th«t prohibition placards were displayed there, and he considered these were unsightly and unsuitable for a public room. He moved, That whilst the Council appreciated the efforts of the Union, they should be asked to remove these placards. Cr Monteath seconded pro forma, Eventually the motion was altered to read as a notice of motbu, A COMPLAINT. Mrs Douglas, who had made a connection with a borough sewer in Currio street years ago on tlie understanding that it would be permanent, asked that any new eonnectioa from her property be made at the Council's expense, or that her previous payment oe refunded. Cr iirook'ng said Mrs Douglas asserted she had paid £l3. If there was a hardship it should be alleviated. The letter was referred to the Mayor and Cr Brooking for their report, BEWEBAGB. The Engineer repotted that tho Primitive Mothodist Uhureh authorities wished to conuect the drainage of their prenrses with the sewer in Jimg-street. As this sewer was 13 or 14 feet below the surface of the mad, he thought it would be better to lay, say, fou" cUrius of G-inch at a higher level and have the connections made to a supplementary sewor. —Adopted. 'wOUKS COMMITTEE. The Works Committee's report,, as dealt with in our Saturday's issue, was adopted. EiECTMC LIOHT CONTRACT. The Engineer recommended a pro? gross payment to the Brush Electric Lighting Co. The Mayor movpd to delete tlie item. By the Company's delay the Council was being put to tlie expense of maintaining a large staff, waiting for something to do. The Company, seemingly, would take, tlier* own time, despite ail exhortations J'om the Council to hurry up. The contract time had expired. Cr. Ewing considered the motion too drastic. It was for work done. After iiiHlier discussion the motion was altorcd to defer payment of this item until next meeting, and in that form it was carried. CEMETEKY. Cr. Collis said that several Crs. had inspected the mortuary chapel, and recommended that if exit doors were provided a shed at the back must be moved. A ventilator was needed, and the interior should be painted. •He moved that the ventilator be placed in the roof, and the interior painted at once. Cr. Ewing seconded. Cr. Wilson moved an amendment that no work be done at the mortuary chapel. The new swinging window ventilated the building well. There was no money available—except in the books. The motion was lost. A NEW SYSTEM. Cr. Ewing moved, and Cr. Wilson seconded, that the Sanitary Inspector givo notice to dwellers iu various streets to make all dvainago connections at once. The movers considered the present patchwork system was ruining roads nnd footpaths. The Mayor and Cr. Brooking agreed, the Mayor also suggesting the work must be done in the summer months.

Cr. Monteath thought a committee should deal with the matter.

Cr. Browne said the inspector had been instructed to deal with all bad cases first.

Mr Kendall, inspector, said the idea was splendid theoretically, but would never work in practice. The' matter was referred to the Drainage Committee to carry out Cr. Swing's idea. The King Street drain question was also referred to that Committee.
