MODIFIED REGULATIONS. Sydney, December 5. A private cable from Ciriton states that news has been received there that the American Congress has modified the Chinese Exclusion Act, permitting Government officials, students, missionarics, commercial men, tourists, and persons of high degree to land, but not allowing them to permanently reside there. Chinese in Canton have not received the concession with favour, and it has not in any way checked the boycott. A meeting of tho Chinese Reform League discussed the,cable, and resolved that further representation be made to modify the proposed Act, so as to admit artisans and professional men, and allow them to follow their avocations, provided they arc able to show monetary qualifications.
