FORMING THE LIBERAL CABINET. (Received December 6,1,10 p.m.) London, December, 5. The Court circular formally announces that Mr Balfour's resignation has been accepted. King Edward's audience to Mr Balfour lasted for 20 minutes. Lord Lansdowne and Viaoount Cawdor afterwards had an audience. King Edward summoned Sir H. Campbell-Bannorman to attend this morning. The Times hopes that Sir H. Canip-bell-Bannerman, by a sincere com-1 promiso, will rally all that is best in tho party without whose co-operation the stability of tho Cabinet must be, exceedingly doubtful. His success at ihe polls depends on his ability to appeal to a great body of comparatively neutral opinion. - It is expected that Earl Grey will be Foreign Secretary, Mr Asquith being Chancellor of the Exchequer, and that Mr Burns will bo in the Cabinet as the Representative of Labour. It is understood that Sir H. Camp-bcll-Bannerman will, for the time being, be First Lord of the Treasury, Received 6, 1.16 a.m. London, December 5. The advanced Liberals suggest that Earl Grey should be the Hon. A. Lyttelton's successor at the Colonial Office, or go to tho War Office instead of the Foreign Office. Other names mentioned for tho Colonial Office are Mr Sydney Buxton, or the Right Hon. John Brycc with the Right Hon. Herbert Gladstone as Postmaster-General.
