WINTON, Nov. 22. Sir Joseph Ward addressed a largo meeting of his Wintou constituents tonight, aud was very favoui*al>ly received. He defended the legislation df the Government, and urged that the administration of the progressive measures of the Liberal party'should not be put into tho hands of"the Opposition. lie belived it would be better to build one line at a time, and thus cease borrowing by carrying on the work out of surplus revalue. He referred to further ooncessious on the railways and the institution of wireless telegraphy. He hoped that at the next Postal Conference universal penny postage would be adopted. A vote of thanks and confidence was passed.
