Concessions to Peasants Spread of the Strike. Effect on the Money Market ST. PETERSBURG, Nov. 17. There is a party in St. Petersburg who urge that the time for decisive action is not yet ripe. In the, hopo of detaching the peasants and artisans from the revolutionary movement, a ukase has been issued fulhlling the Czar's promise to reduce the peasants' payments for the use of land by half next January. It also abolishes the other half in 1937 This means a total gift of B| million pounds, llie ukase instructs the Agrarian Bank to facilitate the purchaso of private estates.
Ten thousand operatives in Moscow struck. The strike in St. Petersbjiv ij spreading. The strike funds total £20,000. PARIS, Nov. 17. bt. A United States cruiser has gone to Kronstadt to remove Americans and others if necessary. She will also remove the Czar and his family if he desires |.o seek safety, as it is doubtful whether the rebels would allow the German or French warships to pass the fortifications. LONDON, Nov. 17. The concessions to the peasantry iuvol ve the sacrifice of an annual revenue of seven million sterling. The total remission is over 120 million. This will only cover the land reiemption purchased through the peasants'bank. Other demands, involving the repurchase of private estates for division among the peasantry, are left for the representatives to decide. It is not likely anything will satisfy the peasants except free allotments. A Bomb Arouses Cossacks. Strike of Factory Workers I An Appeal by the Moderates. (Received Nov. 19, 4.16 p m.)
