Russia Proposes a Second Conference, (Received Sept. 19, 9.50 p.m.) LONDON, Kept. ltf. Reuter's St. Petersburg correspondent reports Uiat Russia pro-poses to invite the Powers to a second Hague Conference. President Roosevelt is sympatlietlietic, but is of opinion that the initiative should emanate from the originator of the Hague Convention.
