Mr Long, Chief Secretary for Ireland, r plying to a correspondent, relative to the Board of National Education, said that no doubt membership, either of the Irish League or Orange Lodges, in the case of teachers, was contrary to the Commissioner's rules. Th« Daily Chronicle, referring to Sir Robert Stoat's remarks relative to the Privy Council's delays; declares that the formation of an Imperial Court of Appeal, securing the regular services of the best judicial talent in the Empire, might well engage the attention of the next Colonial Conference. (Sir Robert Stout, in a letter to the Timet, gave details of the delays which had taken place during the last fifteen yean in twenty-nine N.Z. cases before the Privy Council, the time occupied varying from nino months to seven years. While not stating who was to blame, he contended that a reformation was necessary.)
