| Directly the manifesto was published the Governor oi Moscow announced that the privileges of meetings of the Zcmstvos under the ukase were abolished, and further discussion of constitutional questions would not be allowed.

A supplementary decree appoints a I Commissioner to consider the procedure of election, of the Duma in Poland, Siberia and the Caucasus.

The Novoe Vreraya and Slovo are the only newspapers which eulogise it; the Liberal organs demand the freedom of the press and o[ speech, and contend that the high rental qualification deprives all the urban proletariat and a,great portion of the intellectuals of the franchise.
