AGEEEMENT OYER SAGHALIEN. IOGI'S AFU, CHAFING FOR BATTLE. PEACE MEANS DISAPPOINTMENT. JAPAN'S PROGRESS NOT TET SUFFICIENT. (Received Aug. 16, 10.35 p.m.) WASHINGTON, Aug. 16. The plenipotentiaries are unable to [ agree as to Saghalien, and have post[poned the clause relating thereto. I They have, however, agreed on the clause arranging for China's administration of Manchuria, and another surrendering the Russian lease of the Liaotung Peninsula and the Blonde and Elliott Islands. LONDON, Aug. 16.
The Times' correspondent with G( neral Nogi states that ihe end of the rainy season is imminent, and the Japanese are impatient to advance. No faith is manifested at the front' as to the conclusion of peace, and if it be arranged there will be deep disappointment throughout the Japanese army. Indications are that any future operations will be restricted to the neighbourhood of the railway, with minor movements in the Kirin region. It is improbable that, any great military results wrll ensue this year. The senior officers generally consider the military progress is not yet sufficient to justify the expectation that Russia will concede the terms which are indispensible to Japan.
THE OCCUPATION OF KAMSCHATKA. (Received Aug. 16, 10.53 p.m.) LONDON, Aug. 16. ! The Daily Telegraph's Tokio correspondent states that the occupation of Kamsctutka will shortly be announced.
