Reform ef CiYil Service Promotion. (Received Aug. 12, 1 a , m .) MELBOURNE, Aug. 1. Mr Dcakin, Federal Premier, announced that he will deliver his' Budget on the 22nd insl. The Public Service Re-classifica-toon Scheme provides for promotion tor zeal and efficiency in place of the old system of seniority.
