oMr. Balfour's Defence. Tbc One lest of Government. (Received Aug. 11, 11.55 p.m.) LONDON, Aug. 11. In the House of Commons, Mr Balfour, replying to Sir H. Fowler's criticisms on his declining to dissolve Parliament, declared there is one test wfaereUy a Government is entitled to con-duct the business of the country, namely, whether the House supports it. Every other test is open to qualification, and as regards bye-elections —to make the existence of a Government dependent on what was possibly a mere wave of popular feeling was to reduce the Constitution to an absurdity.
