Pcbicdonostoff and other reactionaries, the Council of Ministers approved the' first thirty-four clauses of M. Huliguines scheme without any ituportant changes. It was agreed tluit if two-thirds of the Assembly rejected any Ministerial Bill, it would not l>c submitted to the C'Aar for the Imperial sanction ; if rejected by less, botli majority and minority reports should ,lje submitted lo the Czar, who would be judgo. When the ivuc I .ionuries contended that this limited tho autocratic power, the others replied that the interests of the nation rendered some limitations desirable.
