(Per Press Association.) CHRISTCHURCH, Aug. 2. \ndrew Cunetfe. the American millionaire, has written to the OK? Council, stating that he will be glad to pay Tor the erection of a free public library building for tbe Sydenham Ward at a cost of £4OOO, if the Council guarantee to promote funds 1o tbe extent of £258 for carrying r.n tbe library, and also to provide a site.
