Mr Balfour's Position.
IS IT CONSTITUTIONAL?' (Received Julv 25, 11.41 p.m.) LONDON, July 25. In Hie House of Commons Mr Balfour maintained that the precedents of constitutional doctrine justified: the Government's decision not to accept the recent vote as one of want-of-confidence. Sir Henry Campbell-Bannerojan combatted this. I Mr John Redmond declared it to ba the duty of every member to make the Government's existence impossible. The Nationalists were neither to give nor take quarter. (Received July 26, 0.25 a.m.) LONDON, July 25. After Mr Balfour's reply to violent attacks the debate was adjounrcd on the understanding that Sir Edward Grey s censure motion was withdrawn. The Opposition, fearing a challenge division, allowed the adjournment to be earned unanimously, amidst derisive Ministerial cheering,
