Replying to a imputation representing members ot the nobility ami 7Jenistvos of Moscow, Orel, Novgorod and others, urging the continuation of war, and the organisation on historic lines of an elective Legislative Assembly, the Czar remarked that the State would only be strong and solid if it religiously preserved the old traditions. Perhaps God was punishing the country for sinning in that respect. Experience would show how to remove defects and errors occurring in the great work projected for the welfare of his subjects.
