RUSSIA'S PROPOSAL FOR AN Ufc, MEDIATE ARMISTICE. (Received July 6, 0.40 a.m.) WASHINGTON, July 5. It is understood here that Russia's Note naming the Peace plenipotentiaries stated that the selection indicated the Czar's desire for lasting peace. It is also understood that Russia's proposal for an immediate armistice has been transmitted to Japan through Washington.
