Although the British insurance Companies paid £BSOO in connection with th© claims for the loss of the Hipsang and K;£ght Commander, by the Russians nearly a year ago, nothing has yet been recovered from the Russian Government. The Pall Mall Gacetto states that the enforcement of Compensation would j!fbve a more effective check on its repetition than any amount, of expostulation. Mr Balfour, in the House of Commons, said the Government took a very grave view of the sinking of the; St. Kilda after Russia's most specific' assurance that Russian cruisers would in future take no such action-. Correspondence with Russia is proceeding. - - Russian military critics assert that General O.vama is prepared to drive a. wedge between Kirin and Vladivostok, thus General I.inevitfch to the west.
