STARTLING DISCLOSURES, A SCATHING REPORT, (Received June IS, 8-28 pfm.i LONDON, June 16. Sir William Butler's report of sales, and refunds to contractors in connection with the South African war has been issued. In the preface, the Right Hon. H. O. Arnold Forsler. Secretary for War, declares that further investigation ia necessary, hence matters affecting Individuals, mentioned in tho report arc still subudice, Several, ot those whose conduct was impugned have not yet been heard. The report contains startUilifjdtsclosures, also grave. Indictment*, and emphasises the evils of divided responsibility and Joins administration, wherein Colonel Morgan, Director of Supplies, waa a predominant partner with, or over, Colonel Hapwell, a month after the letter arrived in Pretoria to relieve Mm. The report declares extensive lots or destruction of documents occurred, end censures the absence of regular methods of peace administration in disposing of surplus stock. It declares that one instance is known 'of selling the same con" tractor forage on the onehand, and buying from him the same article, or of a similar description, on the other hand. Mr Mayer, formerly connected with the Cold Storage Company, was a daily gainer, in oats atone, of £2OOO. Colonel Morjmn's to-other, and Mr Meyer's servant, as agents of a mushroom company, were the favoured buyers. The evidence fills 500 pages of the Blue Book.
