'Jhe Russian Admiralty approved of Admiral Rozhdestvensky s reported order of battle on entering tlic Korean Straits so as to enable the battleships to bear the brunt of the fighting. Admiral Avellan always thought Admiral Rozhdestvensky would pass eastward of Japan. His decision in favour of the Tsushima Islands is ascribed to the hope of giving Admiral Togo the slip. It is surmised in London that the condition of his bunkers indicated tha shortest route.
