Advices from Saigon state that Admiral Rozhdcstvensky consistently displayed absolute contempt for the excitement created by his prolonged presence off the Indo-China Coast, and its bearing on the neutrality question. The transport Kamschatk a stopped a junk off Dayot and arrested a Hanoi newspaper correspondent, bound ' him, and conveyed hiin to Admiral Ketwgatoff's flag ship. A'fter being ' ■subjected to an examination he was marie welcome and released.
