The matter was discussed in committee, when it was decided that no .inj Hiunt be made until the same he ,iayable under the terms set out in the specifications.
—License Fees.— The inspector reported that since .ast meeting he had collected the fol.owing fees .—For sewer connections, £l2 ; drivers' licenses, JUS. 10s ; v»licks' licenses, £iM 10s ; public, rooms' licenses, £.7 ; bi'diard rooms, £2O ; dangerous goods, £5 10s, I xlging houses' licenses, £1 ; total JUUO 10s. This together with £B4 s previously collected made a totul of £IBO los in fees since April 1, —Cycling Uy-laws.— "Cycling on the footpaths," roorted the inspector, "seems to bo more rare." Since last meeting no jroach of the by-laws had bueu detected. A Councillor : Mr Kendall was evidently ,'n the wrong end of Hie town. (Laughter.) —General Inspection.—
The inspector added that during his house to house visits of inspection he had kopt a sharp look-out for water waste, and had several eaks repaired. Complaints had been made as to the alleged damage caused by the tand pipe in Egmont Street projecting over the road. j which were overhanging had been removed in Dawson, Devon, and Gilbert Streets. The inspector had found no cvl ence of any repoit having boon made to the Council that the sanitary contractors were disposing of refuse in the Kelt Koad. He 'had notified the contractors there was no foundation for any such statement.
The old building nt the corner of Gilbert ami (iover Streets had been iiropeiiy demolished, while that at the corner of Cameron and Courlenny Streets would shortly be removed into the country, near llui"angi, for farm buildings. • Sanitary improvements had boen effected at the Theatre, and at several premixeß in C'ourteuay, il'owderhum, and other streets at his repiest, while others were about to be taken in hand.
The inspectos had made inquiries m the matter of- the former rivor led near thi' Cnrrington Road, and -eclion 721! of the Act. He suggested that it would be a wise precaution if the river |,cd were Idled in ivith earth, nt least to the level of ■ls lowest bank, as the water closet Irainage at present discharging ■Uieret\ from the Egmont Boot Factory night cause trouble if this were not .lone. This could be dealt with by i-etfjuiring the factory 'to connect with the new sowers.
He hud thoroughly disinfected certain premises in whidi an unfortunate person died of consumption. Improvements in plumbing and Irainage had been carried out under ids supervision at Messrs darner's, YfcKellar's, and Crnwshnws, whilst others were anxious to have the mine done on their premises'.
The report and recommendations were adopced. It was decided toj tho Egmont Hoot Factory not J ice to connect with the new sewer. —Accounts.— Accounts having been certified by the linance committee were passed for payment. (Jcnerul accounts anounted to £1172 7s Id, and loan accounts to £1551 10s 9d.
—Engineer's rowers Extended.— On the recommendation of the vorks Committee it was* decided that in future the borough engineel be authorised Co" deal with all applications for connection with the sewers.
It was further agreed, a s rccomiiicnded by the l)orough engineer, that Mr M. J, Ferguson, contractor for the pipes, bo granted u progress payment of £SOO. —Building lly-luws.—
The Works Committee recommended : "That the borough engineer be authorised to grant a permit to Sir M. Jones to make additions to his stables in King Street, as set out on the plan submitted, dispensing with the brick walls, provided the flooring and sanitary arrangements uro to the satisfaction of the engineer ; and provided! the by-laws in all other respects are complied with, the Council being of opinion {hat a full compliance with the by-luws would be attended with great loss to the owner without a cot responding benefit to the public." Cr. Wilson opposed the motion thut the clause lie adopted. He objected to a wooden addition to premises in the centre of tho town, as brick wan |stipulated in the by-laws. Mo would continue his policy of upholding the by-laws. Cr. Hurgess was of a similar opinion.
The Mayor, in discussion, pointed out that where deemed advisable the Council had power to modify a by[law, where in a certain case it was unduly harsh on a ratepayer. After further discussion a division was taken, with the result that the committee's recommendation was. adopted by six votes to four.
—Devon Street West.— Cr. Stohr drew attention to the unsrlisii'actory condition of Devon Street West, particularly the vntir tables, which he considered inefficient to carry off the surface water. It was agreed that Ihe engineer report on the requirements.
