(Received April 28, 9.27 p.m.) JJRISBAXE. April 28. Captain Konsmine, a Russian officer released on parole after the capture of Port Arthur, where he went through the siege and was wounded in the hand, has arrived on a tour of Australia. He refused to talk' on the war.
