RUSSIAN FINANCING.
BANK DEPOSITS APPROPRIATED INADEQUATE MEDICAL AHKANGEMENTS. UINDOX, April 27. A Moscow newspaper's announcement that the Government intend to appropriate for the use of the war all money deposited in the State Dank has created alarm. The de-. posits aie enormous. The Daily Telegraph's Tokio correspondent reports that thire were SO.OOO Russians wounded, and 3.">,000 sick at Harbin, while there arc only 60 surgeons and 140 nurses. The authorities are compelled to hire Chinese doctors. The medical arrangements arc- utterly inadequate, and there is much suffering.
