French Naval Construction.
HIE BEST SAFEGUARD OF PEACE.
(Received April 13, 10.13 p.m.) PARIS, April 13. The Minister for Marine characterised Baron Constant's views as generous but chimerical. The best safe-
guard of peace, he said, was foresight in having a powerful fleet ready to repel aggression. It was necessary to continue to expend 121 million francs a year on new naval construction. The naval voles were agreed to.
