LONDON, April 13. The Times says Sir F. Pollock's/ proposals raise the question, on the margin of practicable politics, of an advisory council 'of the Empire's notables, with an Imperial Secretary and an Intelligence Department. It might be a great success. Sir Henry Campbell - Bannerman gave notice of a motion 01 censure, witti a desire to split the Ministerialists on Sir A. P. MacDonnell's and Mr Wyndhaiu's schemes for devolution in Ireland.
