(Received April v.-io p.m.; CAPETOWN, April 7. In the Caro Assembly, Mr J. X. Slerriman indignantly resisted the idea embodied in Mr Oakley s motion for the formation of an international commission- to ameliorate the condition of the native races in view of the reports of tlieir lit treatment in Australia, Nigeria, the Congo State, South Africa, and various Portuguese possessions.
