(Received March 30 , 9.43 p.m.) CALCUTTA, March 30. Mr J. R. Hewett, a member of the Vice Regal Council of India, has foreshadowed the early reduction of the ra'ies of private telegrams between England and India to 2s, and of press telegrams to 8d per word.
