A Novel Scheme.

Iriday s mcoting of the Harbour Hoard, on behalf of the promoters ol the Hu'll-by-the-sen, Ltd., Mr X- rank Huberts applied for a lease of tmu portion of the foreshore opposite the Terminus Hotel, extending Irom the end of she footbridge for a distance of about 200 l'e'.H seaward above the sands and rocks and 1.10 feet along the edge of the embankment bounding the railway line. The sands would not be in any way inteilered with, except for placing 'the necessary piles. Jt was proposed to erect on this site a spacious hall, comprising concert room, skating rink, tennis court, etc., with ,1200 ft covered promenades open in front to tile sea, as shown on the plans and cation. ft was believed the application. ft was believed, the appli* cant remarked, that this hall by the •sea would be of advantage to the town, and immensely increase the traihe. II was, therefore, hoped that the Hoard would assist ihe •scheme by kindly grant ing a lease on nominal terms.

Though in sympathy wii.li the project tile Hoard had no jurisdiction in the matter, as the situ mentioned was ill the hands of the Railway Department. The secretary was instructed to send a repiv to this eflect.
