Count von Uulow, Imperial Chancellor, speaking, in the Hcichstag, said lie was not aware that Admiral Hozhdestvensky exercised illegal compulsion of the German ti'iutsports at Madagascar. Germany had no intention on interfering with Russian affaire, shedding German blood to no purpose.
