LOUD UOSEBEUY'S VIEWS. (Received March 10, 11.32 p.m.) LONDON,, March 10. Earl llosvbery, speaking at the City oi London Liberal Clu'b, said the Liberals in 1895 laid the foundation of the Anglo-Japanese Alliance, and would pralwbfy ietfl it their duty and honour to renew the alliance. As regards home affairs, it was impossible for any Government, however potent, to introduce a bill to establish a Parliament, however suboi'diiiate, at Dublin, without a special appeal to the countiy. In; his view no wise statesman would ever expose the country to tlie curse <£ a dual Government at the heart of the Empire.
