Bulygiune acknowledged the nobility's, the Zemstvo's, and the nation's congratulations on the birth of an heir, and announces a resolve, with the help ■of God, to convene the people's elected representatives to participate in the elaboration and consideration of legislative measures, while preserving the immutability of fundameotal laws." OPINIONS OF LONDON PAPERS. ' (Received March 5, 4.38 p.m.) LONDON, March 4. The Times says the appearance of the Rescript creating a legislative assembly after a genetal strike had been cammenccd was received with amazement, incredubulity, and enthusiasm. The Daily Telegraph says the Rescript is vague, and little importance is attached lo it.
