Sergius' death it describes as a shock to every patriot, and appeals to all authorities to rally about the throne to overcome the stubborn foreign foe, to eradicate >revolt at home, hopling in a period of tranquility to rcjalise the aim of strengthening the prosperity and perfecting the administration of the State.
