MANIFESTO FROM THE CZAR. Command of Pacific Urgently Necessary. GRADUATE REYOLT. (Received March 5, 4.38 p.m.) St. PETERSBURG, March 5. A manifesto which has been issued by the Czar describes the war and the command of the waters of the Pacific as urgently necessary for the consolidation and peaceful prosperity of the Russian and other Christian nations. It, recognises ' the strain upon Russian resources, and contrasts the heroism of his soldiers in the Far East with the blind pride and insolence of the evil-minded revolutionaries who are assailing the pillars of the State. Sergius' death it describes as a shock to every patriot, and appeals to all authorities to rally about the throne to overcome the stubborn foreign foe, to eradicate >revolt at home, hopling in a period of tranquility to rcjalise the aim of strengthening the prosperity and perfecting the administration of the State.
