.(Reched Feh. 23, 9.25 p.m.) PARIS, Feb. 23. In the Chamber of Deputies the Minister of Marine declared that the German fleet would exceed the French by 1917 unless France in the time built 23 large Vessels. He proposed an annual expenditure of £484,000 for new vessels, including submarines, until 1917. i
