FRENCH OFFICIALS INDICTED ON FIENDISH CHAHGES. (Received Feb. 19, 4.41 p.m.) PARIS. Feb. 18. Several officials of the French Congo Company have been indicted at Brazzaville for dynamiting for sport a negro sentenced to death ; also for decapitating another and making his head into broth, which was served to the other natives. It is alleged that after this broth had been consumed by the natives, they were told what it was. and the head was shown to them as a proof. M. Dounicrque, ex-Ministcr for the Colonics, on learning the allegations from an officer's letter to a friend, instituted the prosecutions.
